VASCO: The special gram sabha of Cansaulim-Arossim-Cuelim village panchayat, which was held on Sunday, unanimously resolved that the state government should issue a notification as to the participation process for rectification of the Regional Plan-2021.
Villagers also resolved to adopt the resolutions moved in gram sabhas held on April 11, 2009 and November 20, 2011, in respect of the corrections and suggestions to the Regional Plan 2021 received from the state government and signed by the then minister for town and country planning Digambar Kamat around four years back without incorporating the corrections and suggestions of the Cansaulim panchayat level committee.
Sarpanch Philomena D’Mello besides panch members Ratnadeep Naik and Baylon Gomes failed to attend the meeting. The newly-elected panch member Martha Saldanha was however present.
The panchayat, as per the direction of the state government, had constituted Cansaulim-Arossim-Cuelim village planning committee to examine the Regional Plan received from the Town and Country Planning Department and to make corrections and recommendations.
Accordingly the panchayat committee comprising of over 20 members had carried out a detailed study. After unanimous consent of the gram sabha, the modified plan was submitted to the Town and Country Planning Department. The state government however has now sent a notified Regional Plan-2021 to the Cansaulim-Arossim-Cuelim panchayat. The plan was placed by the panchayat before the village planning committee and thereafter it was tabled for discussion in the gram sabha meeting on Sunday.
After discussion of various issues, it was resolved that the ecologically fragile area at Arossim seashore where 226-room starred hotel is proposed with rain storm channels (Handdi), sand dunes and water bodies and gaothan (traditional occupation dwelling areas) be marked on the Regional Plan-2021.
The gram sabha also rejected the modifications in the notified Regional Plan for the village approved by the government. The gram sabha has noted several changes made in the Regional Plan as submitted by it to the government and that these changes are not in consonance with the norms adopted and notified for the Regional Plan and communicated to the panchayat.
The gram sabha also resolved that no development will be permitted till these changes are reversed. People said that if permitted, the changes will lead to damage of the overall statutory land use of the village and consequently its environment.
The gram sabha further resolved that if the changes made are not corrected and plan brought to its original status as recommended by the gram sabha, appropriate legal action will be taken by the panchayat after the period of one month to have these changes cancelled by moving appropriate forum for justice.
