Spacious office, ample parking space mandatory for fresh licence seekers




The transport department has stipulated specific standards for rent-a-bike operations in the state, making it mandatory for the fresh licence seekers to have spacious office and ample parking space to be eligible under the Rent a Motorcycle Scheme, 1997.

This move has come in the backdrop of the decision taken by the state government to withdraw the moratorium imposed on the issuance of rent-a bike licences to curb the illegal renting out of the vehicles by private owners.

There are 30,549 motorbikes available on rent, and the number is expected to get doubled after the withdrawal of the moratorium.

As per the revised rules, new rent-a-bike licence seekers will be allowed to maintain maximum of ten bikes but not less than five.

The rules state that under no circumstances applicants will be allowed to park their vehicles on public roads or public area except when the vehicles are rented out, and the chances of applications getting rejected are more if the applicants fail to show the adequate parking space.

The applicant shall also have facility for maintenance and repair of vehicles, and such a facility shall be either owned or an agreement be signed with service provider or authorised dealer for the same.

Under the revised standard operating procedures, it has been made mandatory for the individual applicant and also for all the office bearers of association or partnership firm applying under the scheme to undergo compulsory criminal antecedent check.

The applicant will also have to undergo mandatory knowledge test on motor vehicle taxation and other related rules and procedures which are necessary for transport business, failing which application will get rejected.

For the applicant to be eligible under the scheme  shall have a net worth of Rs 3 lakh during previous financial year as certified by registered chartered accountant.

The applicant shall provide income tax returns of the last three years to the transport authority for the verification of the financial resources.

The new applicants will have to maintain a minimum area of 40 square metres for the main office with adequate space for reception room, administrative section, sanitary blocks, and cloak room with locker facilities, besides adequate parking space for the bikes.

There has been provision made under the scheme by which permit will be given to the registered association and societies and also to any individual or proprietorship business but with a condition that they should have spacious office premises and 24 hour helpline number. They must also provide cashless payment option or online booking for the customers at their offices.

The other conditions remain the same as mentioned in the Rent a Motorcycle Scheme, 1997 which include maintaining suggestion box and the complaint book and the complaints be sent to the licensing authority within three days for redressal.
