Panaji: Assuring to shift the offshore casinos from River Mandovi within 100 days, former minister and Congress party candidate for Panaji by-election Atanasio Monserrate alias Babush Sunday promised to restore the picturesque view of Verem and Betim. Babush also promised jobs to the youth.
Addressing the media after releasing his manifesto, Babush laid stress on employment and development and said that while campaigning he discovered that youth of the city were badly in need of jobs.
Assuring the youth that jobs will be created in the government departments as well as in the private sector, Babush said his first priority is employment. He said that he will create new positions in the government departments with new responsibilities to provide effective government services to the public, while also filling up the existing vacant positions.
Babush also said that in the private sector, he will try and bring environment-friendly industries to the state by organising job fairs and camps and positioning industry experts at nodal platforms to advise on innovative and futuristic job creation.
Besides, he said he will create employment opportunities for the differently-abled. The manifesto also promises employment of night crew for cleaning the city apart from financial assistance to entrepreneurs and special incubation centre to build and promote the entrepreneurial capacity of the youth. The manifesto also assures organisation of Angel investor meets and jumpstart programmes for startups.
On the development front, he promised beautification of the St Inez creek, construction of state-of-the-art garbage treatment plant and biomedical waste treatment plant on an immediate basis. He said that the garbage treatment plant will house a facility to treat non-biodegradable waste, e-waste and debris. Babush also made a mention of e-awareness programme for the residents on proper ‘home waste disposal’ and keeping the city clean.
Reducing faecal contamination and protecting the marine life in River Mandovi and decongestion of the river for smooth traffic flow are the other promises made by the Congress candidate.
Replying to a query, Babush said that even after having control over the Corporation of the City of Panaji (CCP), he failed to deliver, as city Mayor enjoys limited powers, while Commissioner has more powers as per the CCP Act and hence the Corporation suffers. He said that the Corporation needs a Goan cadre Commissioner, who can understand the local problems and connect with the locals and redress their grievances.
Speaking on the occasion, Goa Pradesh Congress Committee president Girish Chodankar said that Babush knows how to achieve development with limited resources and added that he promises things that he can deliver.
Stating that Babush had invited public opinions on Panaji, Chodankar said that Babush has received tremendous response in the form of over 5,000 emails. “Accordingly, the Panaji Vision document has been brought out hoping that Panaji will be the most beautiful city in future,” he said and added that transparency will be brought in the spending of funds on Smart City projects. He also said that the issues of transport, road safety and water and power will be resolved.
