The gram sabha of Orlim, on Sunday, joined the growing opposition to mega projects in Salcete’s villages by passing a resolution not to allow such multi-dwelling units until a carrying capacity study of the
village is completed.
Concerned over the impact of mega projects on the environment, biodiversity and demography of the village, the members called for a study.
They also urged the panchayat to conduct inspections of ongoing building projects, together with relevant government departments, and check aspects such as road access and garbage disposal system.
Three proposals were received on the issue during the meeting.
A gram sabha member Kim Miranda said, “Orlim is a small village. It is changing and if action is not taken now, future generations will not know this
village. Building constructions that going beyond coconut trees and replacing even our fruiting trees. These structures hinder the free flow of wind. There has to be some conditions that need to be put in place for which a carrying capacity study has to be done and there has to be a freeze on the constructions in
the village.”
Another gram sabha member, Kelvin Almeida, said that the villagers want to safeguard the village.
“We don’t know what demography of people will be coming and staying in these projects. Tomorrow we, the original villagers may be outnumbered,” he said demanding for a comprehensive carrying capacity study.
“No mega projects or multi-dwelling projects should be allowed in the village till the study
is completed.”
Sarpanch Simon Pereira said, “We have received three applications, and have taken suggestions from the gram sabha. They have said not to give permissions till a carrying-capacity study is done. So, I will write to the relevant offices about the resolution that
has been taken.”
The gram sabha also discussed the revision of trade and house taxes, which have not been revised for a long time.
“The members gave their suggestions, and have asked us to get it approved at the body meeting following which we will bring it back to the people at a special gram sabha later,” said Pereira.
A villager Manuel Colaco appealed to the panchayat not to increase taxes drastically and to support local businesses.
Another member, Keith Gracias, suggested revising and increasing the tax rates by 10 per cent as per the law.
