Panaji: The state government has begun implementing the Goa vehicle authentication system (GoVA) at border check posts to detect and penalise traffic violations more efficiently.
The proposal, approved by the cabinet last month, is now moving into its execution phase.
Senior officials from the Transport Department and other relevant agencies recently held a review meeting to finalise the rollout strategy.
As part of the first phase, GoVA kicked in at the Mollem check post from midnight on October 7. The system will automatically generate e-challans for traffic offences, which will be sent via SMS to the vehicle owner’s registered mobile number, the department confirmed.
A senior official at the Secretariat told The Navhind Times that the GoVA system is designed to streamline vehicle regulation, enhance road safety, and ensure greater compliance with motor vehicle and traffic laws in the state.
The system follows a digital-first approach to document verification, aiming to simplify travel—particularly for tourists—while promoting responsible and lawful road use.
“At present, document verification at border check posts is largely manual and random, making it less effective,” the official said. “Many vehicles continue to ply without valid documents such as registration certificates, pollution under control (PUC) certificates, or third-party insurance, which violates the central Motor Vehicles Act, 1988,” the official said.
The high-tech GoVA system is expected to serve as both a regulatory and preventive tool. It will focus on improving road safety, increasing operational efficiency, and boosting the collection of statutory revenues.
