The state government has set the ball rolling for a geospatial, technology-driven survey of urban areas so as to create precise, tamper-proof digital property
records.
The draft Goa Geospatial Knowledge-Based Land Survey of Urban Habitations Rules, 2025, has been notified under the Goa Land Revenue Code, 1968.
It seeks to introduce Urban and Peri-Urban Land Property Ownership Records (UP-ULPOR) – a comprehensive digital system integrating ownership, mapping, and property details for every parcel of land.
The initiative will be implemented using advanced geospatial tools and data from the GIS portal of Madhya Pradesh State Electronics Development Corporation.
Draft property records will be published online and in newspapers, with a 30-day window for public scrutiny and objections, if any.
The rules empower officials to identify unclaimed properties and transfer them to the government under the Goa Escheats Act, 2024.
The government has asked the citizens to send suggestions on the draft rules within 15 days to the revenue secretary, Secretariat, Porvorim.
The geospatial land survey, which aims at modernising land records, will be initially taken up in urban areas. It is the first comprehensive land survey in over 50 years, with the last one conducted in 1972.
The survey will be conducted under the national NAKSHA scheme, an acronym for the National Geospatial Knowledge-Based Land Survey of Urban Habitations.
The project employs advanced Geographic Information System and geospatial technologies, including drone flights, 3D mapping, Electronic Total Station, and Differential Global Positioning System.
The objective of the survey is to digitise and update land records to ensure accurate ownership documentation and minimising land-related disputes by clearly documenting boundaries and rights.
The government plans to improve urban and regional planning through accurate, up-to-date data through this initiative.
The survey will also identify to locate unoccupied and unclaimed plots, which will be brought under the Goa Escheats, Forfeiture and Bona Vacantia Act, 2024.
