A distinguished scientist and an institution builder, Dr Raghunath Mashelkar has brought immense pride to India through his pioneering work in science, innovation

The Goa Chamber of Commerce and Industry will confer the prestigious Gomant Gaurav Sanman upon the distinguished scientist Dr Raghunath Mashelkar at the hands of Chief Minister   Pramod Sawant on Thursday (April 16, 2026) at 4 pm at Kala Academy, Panaji.  This moment is not merely ceremonial—it is a celebration of a lifetime of excellence, a recognition of global achievement, and a tribute from Goa to one of its most illustrious sons.

Dr Mashelkar’s contribution extends far beyond his globally acclaimed work in science and innovation. As Chairman of the Goa Golden Jubilee Development Council, he played a defining role in shaping Goa’s long-term future through the comprehensive Goa Vision 2035 report. His leadership of the Council has been marked by clarity of thought, inclusiveness, and a deep understanding of Goa’s unique character. The Vision 2035 document is not merely a report—it is a reflection of his ability to combine scientific rigour with cultural sensitivity, and global perspective with local relevance.

At the heart of this report lies the powerful framework of the Seven Arrows, which together provide a clear, integrated, and forward-looking roadmap for transforming Goa into not only the best state in India but one of the finest globally. Through the Seven Arrows depicted in his report, Dr Mashelkar has gifted Goa a framework that is both aspirational and actionable—a roadmap that future generations can build upon.

The Gomant Gaurav Sanman, it is both fitting and necessary to acknowledge the extraordinary contribution of Dr Mashelkar.

Serene and Beautiful Goa: The first arrow envisions Goa as Suramya—a state that retains and enhances its natural beauty and serenity. Goa’s identity has always been intertwined with its pristine beaches, lush greenery, rivers, and tranquil villages.

Cultured Goa: The second arrow celebrates Goa’s cultural wealth. Susanskrit Goa is about preserving and promoting the traditions, art forms, and values that define the state’s identity.

The culture of Goa, together with its Latin flavour, expresses the hues and shades of rich and diverse Indian culture.

Sustainable Goa: The third arrow, Santulit Goa, underscores the importance of balance—between development and conservation, growth and equity.

Goa’s future depends on its ability to pursue economic progress without compromising its environment or social fabric. Sustainable tourism, responsible industrialisation, and equitable resource distribution are key elements of this approach.

Enlightened Goa: The fourth arrow envisions Goa as a hub of knowledge and innovation. Suvidya Goa focuses on strengthening education, research, and intellectual capital.

By fostering collaboration between academia and industry, promoting research institutions, and encouraging innovation, Goa can create a knowledge-driven economy.

Affluent Goa: Economic prosperity is central to the vision of Samruddha Goa. This arrow focuses on building a strong, diversified, and resilient economy.

While tourism remains important, the future lies in expanding into sectors such as technology, manufacturing, and services. Encouraging entrepreneurship, attracting investment, and creating employment opportunities are key priorities.

Well-governed Goa: The sixth arrow highlights the importance of governance. Sushasit Goa envisions a system that is transparent, efficient, and citizen-centric.

The use of technology to streamline processes, improve service delivery, and enhance accountability is crucial. Good governance builds trust and enables effective implementation of policies.

Happy Goa: The final arrow brings the vision to its most human dimension—happiness. Swanandi Goa focuses on the overall well-being and quality of life of its people.

This includes access to healthcare, education, employment, and a clean environment. It also encompasses intangible aspects such as community bonds, cultural vibrancy, and a sense of belonging.
