With electronic enforcement of traffic violations set to begin across Goa from July 1, the Directorate of Transport has notified penalties that will be enforced through the Intelligent Traffic Management System (ITMS), including a steep increase in fines for repeat offences. Using a mobile phone while driving will attract a fine of Rs 1,000 for the first offence and Rs 10,000 for subsequent violations, while failure to give way to emergency vehicles such as ambulances will invite a penalty of Rs 10,000.
In a public notice issued on June 16, the Directorate said electronic enforcement under Section 136-A of the Motor Vehicles Act, 1988, will be implemented through AI-enabled traffic surveillance cameras installed at key junctions across the state from midnight of June 30.
The department said violations detected by the system will automatically generate challans and notifications. Vehicle owners have been advised to update their mobile numbers linked to their vehicles on the Parivahan portal or with the respective registering authorities to ensure receipt of violation alerts.
Apart from mobile phone use while driving, jumping traffic signals, dangerous overtaking, unauthorised flow of traffic, parking at unauthorised locations and carrying passengers in goods vehicles will attract fines ranging from
Rs 500 for the first offence to Rs 1,500 for subsequent offences.
Not wearing a helmet or seat belt will attract a penalty of Rs 1,000 for every offence. Overspeeding will draw a fine of Rs 1,000 for light motor vehicles and Rs 2,000 for heavier vehicles. The automated enforcement system will also cover offences such as drunken driving and carrying excess pillion riders on two-wheelers.
The Directorate further said that, in line with directions issued by the Supreme Court Committee on Road Safety, offences such as red-light jumping, overspeeding, using a mobile phone while driving, carrying excess passengers, overloading goods vehicles and drunken driving may also result in suspension of driving licences for a minimum period of three months.
The electronic enforcement system will be operational at 26 junctions across the state.
