The High Court of Bombay at Goa has issued notices to the state government and other respondents in a public interest litigation (PIL) alleging violations of Coastal Regulation Zone (CRZ) norms at a property in Candolim that is allegedly linked to Bollywood actor Salman Khan.
The PIL, filed by Calangute Constituency Forum, challenges construction on a plot in Candolim that it claims falls within the 100-metre No Development Zone under CRZ-III regulations.
According to the petition, residential villas and swimming pools were constructed around 55 metres from the high-tide line of the Sinquerim River, allegedly in violation of environmental and CRZ laws. The petition further alleges that the construction was undertaken by a company and claims that Salman Khan is the company’s managing partner.
The petition also alleges that the construction exceeds the approved building plans and questions the validity of the occupancy certificate issued by the Candolim gram panchayat on April 30, 2025, alleging procedural irregularities in its issuance.
