The Mormugao Port Authority (MPA) has raised its security level from MARSEC Level-1 to MARSEC Level-2 following directives from the Ministry of Ports, Shipping and Waterways. The move comes amid rising tensions with Pakistan and recent security incidents attributed to the neighbouring country.
MARSEC Level-2 indicates a heightened risk of
a security incident and calls for additional protective measures for a limited duration.
An advisory issued by Captain Himanshu Shekhar, Traffic Manager of MPA, outlines a comprehensive upgrade to the port’s security arrangements. These include reinforced perimeter security with barriers and surveillance systems, strict access control to restricted areas, and intensified waterside vigilance using patrolling boats. Cargo security protocols at storage areas, tank farms, and strategic reserves are also being strengthened.
Emergency preparedness is being enhanced through regular drills, improved inter-agency coordination, and upgrades to cyber and communication security systems. Security audits by intelligence and external agencies are being conducted to address pending observations.
Stakeholders have been directed to deploy only essential personnel, all of whom must carry and display RFID Access Control cards and original government-issued identification for verification.
Security at Petroleum, Oil, and Lubricant (POL) facilities and liquid cargo tank farms, both within and outside port premises, is being strictly enforced. Stakeholders must ensure their CCTV systems are fully functional at all times.
The Central Industrial Security Force (CISF) has set up an Integrated Command and Control Centre (ICCC) at the port.
The advisory also instructs all stakeholders to report suspicious activity to the police or CISF. Routine checks, including KYC verification and RFID pass inspections, will continue to maintain operational integrity.
