File report on incomplete road works in Porvorim: HC to PWD

Panaji : The High Court of Bombay at Goa has directed the Public Works Department (PWD) to immediately inspect the incomplete road stretches part of the ongoing Porvorim elevated corridor work and submit a report on any leakages from the pipelines by Friday.

“From time to time, the contractor’s representative stated that hotmixing on these stretches will be completed. However, we find that the works on these stretches are incomplete. Counsel for the contractor made an attempt to submit that works could not be completed due to leakage in the pipelines which is coming in the way of hotmixing,” the court stated.

The court directed the PWD officer concerned to inspect the stretches and file a report by January 17 to determine whether any leakage from the pipes was affecting the work. Additionally, the contractor was ordered to file an affidavit by January 21 providing details on the progress of the hotmixing and the reasons behind the delays.

The court also took note of photographs indicating incomplete work at several locations, including near RG Hospital (opposite Orion Hotel), O’Coqueiro junction (Porvorim-Mapusa Road), opposite Toyota Showroom and Wellness Pharmacy, and several other junctions and showrooms in Porvorim. The petition, filed by Adv Moses Pinto, highlights the severe traffic congestion caused by the ongoing construction of the elevated corridor on NH-66, particularly between Guirim junction and Mall de Goa.

It also points to further disruptions due to traffic diversions. The petition calls for the establishment of trauma care centres, a comprehensive audit of road infrastructure, and the implementation of modern traffic enforcement technologies, such as speed cameras and Automatic Number Plate Recognition (ANPR) systems, in high-risk areas.
