22 of 38 outlets along coastal belt recorded noise violations: GSPCB

Twenty-two of the 38 commercial establishments monitored along Goa’s coastal belt recorded exceedances of permissible noise levels during day and night hours between 10 pm and 6 am till September 2025, the Goa State Pollution Control Board (GSPCB) said on Tuesday.

Suspension orders were issued and fines imposed on violators.

Between October and December 2025, the board identified 14 more establishments for further action.

GSPCB Chairman Levinson Martins said showcause notices would be issued seeking environmental compensation, adding that 12 of these establishments were third-time offenders liable for Rs 1 lakh fines and suspension of consent to operate.

“Around 600 hourly exceedances were recorded across the monitored establishments,” said GSPCB chairman Levinson Martins.

The board mandated these 38 establishments to install online real-time noise meters connected to the GSPCB’s central monitoring system.

“Real-time noise data is transmitted directly to the board’s noise monitoring cell to verify violations and that music after 10 pm is prohibited except on 15 government-notified festival days each year,” said Martins.

He also said that clubs, restaurants and event venues in Bardez and Pernem were found exceeding prescribed hourly decibel limits during
night hours.

He said three establishments challenged their suspension orders before the Administrative Tribunal, while action continued against 19 others. At present, two establishments continue to operate under suspension, while 17 had their suspension orders revoked after compliance was achieved.

GSPCB has set up a 24×7 helpline, 8956487938, to receive noise-related complaints.

An official said that when hourly exceedances are recorded, alerts are sent to the police and the deputy collector for immediate action, adding that enforcement after 10 pm rests primarily with these authorities.

Martins said the noise pollution rules apply uniformly across the country and urged establishments to strictly comply with the prescribed limits and the 10 pm deadline.
