The Goa Appropriation (No. 4) Act, 2026 has authorised additional expenditure of Rs 1,061.15 crore from the state’s Consolidated Fund for the financial year 2026-27, covering various departments and government services, with significant provisions for electricity, civil supplies, water resources, healthcare and information and publicity.
The legislative assembly approved the additional spending last week to cover expenses not included in the Rs 30,195 crore budgetary outlay presented by Chief Minister Pramod Sawant in March. The additional allocation covers infrastructure, welfare and other government expenditure.
Major allocations include Rs 175 crore for electricity, Rs 100 crore for civil supplies, Rs 70 crore for water resources, Rs 67.50 crore for Goa Medical College and Rs 60 crore for Information and Publicity.
Other significant
allocations include Rs 42.20 crore for higher education, Rs 50 crore for the Public Works Department, Rs 56.80 crore for planning, statistics and evaluation, Rs 39.36 crore for tourism, Rs 35 crore for labour and Rs 30 crore for information technology.
The Act also provides Rs 50 crore for the drinking water department and Rs 15 crore for ports administration, along with allocations for several other departments and services, including health services, art and culture, animal husbandry, river navigation and municipal administration.
The legislation was passed by the assembly on September 2 and received the Governor’s assent on September 4. It was subsequently published in the Official Gazette on September 7, formally authorising the additional sums for various government services and purposes.
Of the total Rs 1,061.15 crore, Rs 1,058.0141 crore has been provided as
expenditure voted by the assembly, while Rs 3.14 crore is charged on the Consolidated Fund of
the state.
The legislation states that the sums authorised under the Act may be paid and applied from the Consolidated Fund of Goa towards defraying the various charges arising during the 2026-27 financial year for the services and purposes specified in the Schedule.
