With public hotspots necessary for last-mile delivery of broadband services to consumers, the state government is planning to undertake audit of all the Wi-Fi hotspots in operation.

Presently there are 137 public hotspots in Goa, for which the department of
IT, electronics & communication, has floated a request for financial quotation from suitable third party auditors.

The audit will assess transparency and quality of the hotspots.  It will evaluate the service standards, identify operational gaps, and facilitate continuous improvement in line with the free Wi-Fi project of the government.

The selected audit agency will use uptime, downtime, and bandwidth utilisation data to monitor the functioning of the hotspots through on-site validation. The agency will generate accurate service level agreement (SLA) reports.

The last date to submit the tender is July 10.

The public Wi- Fi hotspot project is an initiative undertaken by the state to provide free and reliable internet access to citizens and visitors.

The project is designed as part of a broader push towards digital governance and inclusive connectivity. By facilitating seamless access to digital services, the project aims to
bridge the digital divide, support e-governance, and enhance overall public service delivery.

To ensure transparency, quality assurance, and effective implementation, the selected third party agency will be responsible for conducting regular performance audits, verifying service level compliance, and providing independent assessments of the Wi-Fi hotspots. The audit will help in ensuring service standards, identify operational gaps, and facilitate continuous improvement in line with the objectives of the project.

All costs associated with the inspection activities, including logistics, travel, manpower, equipment, and administrative expenses, will be borne by the selected TPA agency, says the tender document.

The public Wi-Fi hotspot project in the state is presently implemented by four firms- Digital Network Associates Pvt. Ltd., GTPL Broadband Pvt. Ltd., M/s Globus Information India Pvt. Ltd., and Dinesh Engineering Ltd.
