Huge relief: Govt offers 90% fee cut to local film producers

The state government has issued a notification amending the Goa (Regulation of Film Shooting) Rules, 2023, with key revisions to the fee structure for shooting films in the state.

Under the amended rules, Goan producers who are registered with the competent authority will get 90 per cent concession in fees for various shooting permissions. 

As per the amended rules, the Entertainment Society of Goa (ESG) will charge a non-refundable processing fee of Rs 5,000 plus taxes per shooting application. In addition, the ESG will levy a no objection certificate (NOC) fee of Rs 20,000 plus taxes per shooting day.

Permissions for film shooting from government departments will be charged at Rs 25,000 plus taxes per day, excluding rental charges of the premises involved. Fees for shooting at government or autonomous body venues will be levied as per the rates fixed by the concerned departments or authorities.

For permissions granted by panchayats, local bodies, or municipalities, the fee has been set at Rs 25,000 per day plus applicable taxes. The Corporation of the City of Panaji (CCP) will charge Rs 1,00,000 per day plus taxes for shooting within its jurisdiction.

Goan producers registered with the competent authority will benefit from a substantial concession, paying only 10% of the total applicable fees (plus taxes), excluding the ESG processing fee and departmental venue charges. Registered line producers will pay 50% of the total applicable fees (plus taxes), also excluding the ESG fee and charges by government departments or
autonomous bodies.

No fees will be charged for non-commercial film shooting conducted exclusively for promoting local Goan culture, if undertaken by the state government or its allied departments.

The notification also states that police protection at film shooting locations will be provided by the Director General of Police, based on charges notified by the government from time to time.
