The Goa Coastal and Environment Management Society (GC&EMS) has appointed Hyderabad-based M/s Rapidue Technologies Private Limited (Recykal) as the System Operator for implementing the state’s Deposit Refund Scheme (DRS) for waste management.
Following the tender process, which had begun in September 2024, the company was issued an appointment letter on August 18. It will oversee implementation and operation of the scheme across the state.
Under the agreement, Recykal has quoted uniform rates for the Reverse Collection Fee (RCF) across packaging categories. The company will charge Rs 10 per metric tonne for glass, rigid plastics, flexible plastics, metal cans, and liquid packaging boards such as Tetra Pak. For multi-layered packaging, the charge will be Rs 12 per metric tonne.
The appointment requires submission of a performance security in the form of a bank guarantee of Rs 5 crore prior to signing the formal agreement. Recykal is required to complete the agreement within 15 days of receiving the appointment letter and confirm acceptance of all terms and conditions.
The selection followed several consultations, including multiple pre-bid meetings. At a pre-bid meeting in April 2025, Recykal presented its proposal, which included laser printing to address challenges related to serial identifier printing on glass bottles.
Recykal will be responsible for establishing a network of collection machines across villages and municipalities, managing deposit and refund processes, and integrating the scheme with Goa’s existing waste management system. The DRS is scheduled to be implemented by April 2026.
