Relief to families as govt eases process to grant house partition

Panaji: The state government has simplified the process of granting partition or bifurcation of house numbers to families residing in the same house, even without partitioning the plot.

Chief Minister Pramod Sawant, addressing a press conference at Mantralaya, termed the decision “historic” and said it would bring significant relief to Goan families.

Under the new process, to be implemented from June 1, 2025, village panchayats must

process bifurcation requests within 15 days. The process will be free of cost and will apply to all types of land, including comunidade land.

Eligible families will be granted separate house numbers with suffixes like A, B and C, enabling them to obtain individual water and electricity connections through different NOCs issued by the secretary.

The initiative aims to ease living conditions, reduce family disputes over shared property and streamline administrative procedures, said Sawant.

The circular requires family members to provide consent and minimal documentation. Newly bifurcated house numbers will attract separate house tax and garbage tax. Sawant also announced plans to extend this simplified bifurcation and the issuance of repair licences from panchayats to municipalities in the near future.

The Directorate of Panchayats has issued a circular in the matter, which was discussed in the recent cabinet meeting.

Many households in Goa consist of extended families residing under a single roof but functioning independently, often with separate kitchens. These nuclear families, occupying different portions of the same house, will now be able to pay house tax in their own names. This decision will benefit such families and improve administrative clarity.
