Seven bills were passed by the Goa Assembly on Thursday night, the penultimate day of the three-week monsoon session. Six of these were passed by voice vote amidst a din in the House.
The Goa Shops and Establishments (Regulation of Employment and Conditions of Service) Bill, 2025, was the first to be passed following participation from members, including the opposition, in the discussion. The bill has been brought on the lines of the model Bill circulated by the central government to regulate employment conditions and services of workers in various establishments by repealing the existing Goa Shops and Establishments Act, 1973.
Trouble began when the comunidade amendment bill was taken up for consideration and passing. The Goa Legislative Diploma No. 2070 Dated 15-4-1961 (Amendment) Bill, 2025, faced strong opposition, and opposition members rushed to the well of the House demanding that the bill not be passed. The bill was passed amidst pandemonium.
When the House resumed after a five-minute adjournment, the Goa Regularisation of Unauthorised Construction (Amendment) Bill, 2025, was passed. Four other bills were also passed: The Goa Panchayat Raj (Amendment) Bill, 2025, the Goa Municipalities (Amendment) Bill, 2025, the City of Panaji Corporation (Amendment) Bill, 2025, and the Indian Stamp (Goa Amendment) Bill, 2025.
The Select Committee Report on the Goa Outdoor Advertisement (Regulations and Control) Bill, 2025, was tabled by Tourism Minister Rohan Khaunte, who chaired the panel.
