State govt to hire expert agencies to manage waste

In a bid to streamline waste management services across all village panchayats and municipalities in the state, the Goa Waste Management Corporation (GWMC) will be selecting experienced contractors and agencies across four distinct categories to handle various aspects of waste collection and processing. A related notice has been issued by GWMC on January 3.

The empanelment of contractors will be valid for three years, with a possible one-year extension subject to additional fees.

According to officials, under the first category, contractors will be responsible for door-to-door collection of dry and wet waste and complete processing capabilities. This will include transportation to decentralised material recovery facilities (MRF), waste segregation and operation of baling machines for dry waste. For wet waste, category I contractors will manage treatment facilities such as organic waste converters and biodigesters, including their operation and maintenance.

Category II contractors will focus on door-to-door collection, with additional responsibility of waste
processing.

These contractors will handle both, dry and wet waste with the added task of selling recyclables and managing composting operations. They will also ensure proper transportation of material to GWMC’s centralised treatment facilities.

The officials said that category III has been designed for dry waste management, limiting the scope of these contractors to door-to-door collection, transportation and basic processing of dry waste material. Smaller operators may handle the work here.

Stress will be laid on technical operations under the fourth category, which will have contractors with expertise in operating and maintaining waste processing machinery, officials said. The work will include handling equipment like baling machines, shredders, glass crushers and various wet waste processing systems like biodigesters and effluent treatment plants.

To be eligible for category I, contractors must show a cumulative turnover of Rs 200 lakh for three financial years, while for category II the amount is Rs 150 lakh. The amount is Rs 30 lakh-Rs 50 lakh for categories III and IV.

The tender conditions state that empanelment does not guarantee assured work to the contractors, and actual contracts will be awarded by local bodies by following their respective procedures. The primary monitoring responsibility will rest with the respective local bodies although GWMC will retain the right to penalise the non-performing contractors.

The government has requested interested parties to submit proposals by February 7 along with a non-refundable proposal document fee of Rs 1,000 and an empanelment fee of Rs 5,000 upon selection.
