Following the seizure of nearly 1,200 LPG cylinders for irregularities in the past two months, the Department of Civil Supplies has intensified their surveillance across the state. Department officials have started conducting regular inspections of LPG dealers/establishments, Civil Supplies Minister Ravi Naik said.
Besides, police officials are also patrolling and collecting intelligence to check for illegal activities. The department, along with the LPG dealers, is conducting LPG camps educating LPG consumers and has also issued cautionary advisories to LPG consumers in the state, focusing on weight, safety seals, delivery practices and grievance redressal.
Recently, during the monsoon session of the state legislative assembly, the Civil Supplies Minister said that a total of 1,023 illegally stored LPG cylinders were seized in July 2025 from an open area at Peacock Valley in an area in the vicinity of Sancoale and Cortalim. Soon after, on August 19, in a raid conducted on an illegal storage unit in Saligao, 164 LPG cylinders were seized while five Rajasthan natives were caught decanting gas from one cylinder to another.
“The scam is widespread in the state,” Naik warned and urged consumers to stay alert.
The seizures have
not only brought the scale of Goa’s struggle with illegal LPG storage into sharp focus but also raised serious concerns about public safety and gaps in enforcement.
Naik shared data about the various complaints and action taken during the assembly session.
A complaint has been filed against the proprietor of Kadesh Gas Service and an unknown person for violation of the LPG (Regulation of Supply
and Distribution) Order, 2000, he said, adding that FIR proceedings have been initiated and the
case is currently being investigated by the South Goa Collector.
The Minister also detailed 13 complaints received from December 2022 to July 2025 regarding misuse, non-delivery, and illegal use of domestic LPG cylinders across various parts of Goa.
In December 2022, a complaint was received about the illegal insertion of names into Aadhaar and LPG records at H.No. 497, Mercurim, Agassaim, Tiswadi. Bharat Petroleum Corporation Ltd (BPCL) was instructed to act on the complaint.
In February 2023, a complaint alleged that a Chat & Snacks outlet in St Inez, Panaji, was using domestic LPG cylinders illegally. However, no cylinders were found during a physical inspection.
Seven domestic cylinders, which were being used commercially, were seized from hotels and food carts in Vasco in March 2023, during joint inspections by Legal Metrology, HPCL, and BPCL.
In March 2024, a leaking commercial cylinder was seized from Jorge Bar & Restaurant, Panaji, and handed over to BPCL.
Following a gas cylinder blast in Bambolim
in May 2024, four cylinders were seized during a joint inspection, and a police complaint was filed.
The case is still under
investigation.
In July 2024, Talkar
Gas Service, HPCL Porvorim, was instructed to ensure timely deliveries after complaints of non-delivery. Similar issues were addressed in Shiroda in October 2024 and in Nuvem and Old Goa in July 2025, with investigations ongoing.
Eight domestic cylinders used commercially in Marcel, Ponda, were seized in December 2024, and a report was submitted to the Deputy Collector. A police complaint was also filed.
In January 2025, two domestic cylinders used illegally at a bar and restaurant were seized again and handed to Goa Gas Service. The matter was reported to the Panaji Police.
