Goa tops in implementation of new criminal laws, scores 83.10%

Achieving an overall score of 83.10%,   Goa has secured the first position among all states and Union territories in the country in implementation of the new criminal laws or Nyay Sanhitas, according to the national ranking assessment conducted by the Bureau of Police Research and Development (BPR&D) in February 2026.

“This top ranking reflects the state’s strong institutional preparedness, coordinated reforms and effective adoption of procedural, technological and administrative changes under the new criminal law framework,” said Director General of Police (DGP) Alok Kumar.

He said that Goa has achieved a perfect score in administrative reforms, securing full 20 marks, with total compliance in the issuance of statutory notifications and adoption of model rules under the Nyay Samhitas. “This demonstrates the state’s readiness in translating legislative intent into enforceable and operational legal frameworks in a timely manner,” Kumar said.

He further said that in the area of operational efficiency, Goa has performed strongly across key justice delivery parameters, including 100% compliance in zero FIR registration, effective utilisation of NAFIS (National Automated Fingerprint Identification System), adoption of e-sakshya and improved digital workflows ensuring better linkage between investigation and courts. “These measures have significantly strengthened procedural efficiency, evidence handling and case progression under the new laws,” the DGP said.

He said that the state has also secured high scores in Information and Communication Technology (ICT) applications, with robust implementation of e-summons, Nyaya Shruti and MedLeaPR, underscoring Goa’s focus on technology-driven criminal justice reforms.

“Further, Goa has achieved full marks in system integration, with seamless two-way digital integration between police, courts, prisons, forensic science laboratory and prosecution through CCTNS and allied platforms, ensuring real-time data exchange and institutional coordination,” said Kumar.

“This achievement is the result of the collective efforts of all pillars of the criminal justice system, with Goa police playing a leading role in bringing together stakeholders, including the judiciary, prosecution, prisons, forensic services and line departments, to ensure smooth and effective implementation of the Nyay Samhitas,” the DGP said adding that “the ranking reflects Goa’s commitment to transparent, citizen-centric and technology-enabled justice delivery in line with national criminal law reforms”.
