GSPCB tightens biomed waste rules

Healthcare facilities in Goa will now have to comply with stricter conditions for bio-medical waste authorisation, with the Goa State Pollution Control Board (GSPCB) adding four
new mandatory conditions and requiring additional statutory documents from applicants.

The Board said healthcare units must ensure that all bio-medical waste is disposed of only at the Common Bio-medical Waste Treatment Facility
at Kundaim. It said facilities must also obtain all other statutory clearances,
including from local bodies, the Directorate of Health Services and Fire and
Emergency Services, before establishing or operating,
as the authorisation under the Environment (Protection) Act, 1986 does not permit commencement of operations.

The GSPCB said copies of the authorisation will be shared with relevant state departments to enable coordination and oversight.

Applicants are now required to submit additional documents, including a Clinical Establishment Certificate or Medical Practitioner’s Registration Certificate, a construction or occupancy licence or valid trade licence from the local body, and a valid Fire No Objection Certificate.

The decision was taken at the 164th Board meeting chaired by Dr Levinson Martins, where the Board resolved to supplement the existing 19 conditions with four additional conditions as part of the updated regulatory framework for healthcare facilities, including hospitals, nursing homes, clinics and veterinary institutions.
