The state cabinet on Wednesday approved the implementation of the ‘Anywhere Registration’ system under the Indian Registration Act, allowing citizens to register property documents at any of the sub-registrar offices within the same district, irrespective of where the property is located.
“The decision applicable to all the 3 districts – North Goa, South Goa and Kushawati – is expected to make the registration process more convenient by enabling documents such as sale deeds and mortgage agreements to be registered at any sub-registrar office in the concerned district instead of only the specific taluka where the property was located,” said Chief Minister Pramod Sawant.
Addressing a press conference at the Secretariat, Sawant also said that Kochi Metro Rail Limited (KMRL) has been entrusted with the task of preparing the Detailed Project Report (DPR) for the proposed Goa Water Metro project at a cost of Rs 5.88 crore.
“As a part of the assignment, the KMRL will study various potential water transport routes across the state and submit the DPR within three months,”
he said.
“The report will examine the feasibility of introducing and implementing water metro system to strengthen water-based public transport and improve connectivity through Goa’s inland waterways,” Sawant said.
The Chief Minister said that the government has initiated the process of regularisation of contract workers in Goa. “The budget provision for the same has already been made and the data on contract employees is being collected from all government departments,” he said, adding that the decision is currently under process, and further steps will be taken after reviewing the details received from the respective departments.
The move aims to address the long-pending demand of contract workers seeking job security.
The state cabinet also approved the transfer of 15,000 sqm of land belonging to the Directorate of Transport in Ponda to the central government for setting up a Composite Regional Centre (CRC). The proposed centre will focus on skill development, rehabilitation and empowerment of persons with disabilities, and is expected to strengthen the availability of specialised rehabilitation as also support services in the state.
A revision in the remuneration of contractual consultants serving as cardiac anaesthetists in the department of cardiology at the Goa Medical College, Bambolim, was also approved by the state cabinet. The revised salaries will be based on seniority.
Finally, the Chief Minister said a minor amendment has been made to the Goa Children (Amendment) Bill, 2026, removing the word ‘leprosy’ in line with Supreme Court guidelines.
