All Panaji roads will be opened by Mar-end: IPSCDL tells High Court

Imagine Panaji Smart City Development Limited (IPSCDL) has filed an affidavit before the High Court of Bombay at Goa, stating that all roads in Panaji will be made operational by March 31, 2025, with footpath and beautification works slated for completion by June 30, 2025.

The High Court had earlier observed that if the timelines for the Smart City works were not met, the state government should provide reasons for the delay and outline a clear plan of action for completing the roadworks. The Court also extended the deadline for the completion of the Panaji Smart City works.

In the affidavit, the state government responded to concerns raised by Panaji resident and petitioner, Piyush Panchal, who highlighted issues such as roadworks being redone despite previous completion, lack of public notification about ongoing works, absence of safety measures and signage, the failure to deploy traffic police, and poor dust control measures.

Panchal, through his advocate, submitted that as of January 8, roadworks were resumed at several stretches across the city, despite the works being reported as 85% complete by March 27, 2024, with an original completion deadline of May 31,  2024.

The Advocate General had earlier presented photographs showing the progress of the ongoing works and specific timelines for the road projects.
