Goa is set to get its second common waste management facility for industries, with the Goa Industrial Development Corporation (GIDC) planning a Solid Waste Management Processing Facility (SWMPF) at the Tuem industrial estate cluster, which covers the Tuem, Colvale, Thivim, Mapusa, and Pilerne industrial estates.
Earlier, GIDC had announced a similar facility for the Verna and Sancoale industrial estates.
The request for proposal (RFP) for the Tuem cluster states that the facility will handle solid, wet, dry, sanitary, and hazardous waste. It will be set up on Plot No. 64 at Tuem Industrial Estate, covering an area of 1,000 sqm provided by GIDC.
According to the RFP, the selected service provider will be responsible for installing all machinery, equipment, and tools at its own cost. It must obtain necessary consents, clearances, and approvals from the Goa State Pollution Control Board, labour department, and other competent authorities. Expenses for utilities such as water and electricity, including deposits and monthly charges, will also be borne by the service provider. The RFP further specifies that the provider must deploy adequate skilled manpower, not only drivers, collection staff, sanitation workers, and operators, but also technical personnel for smooth operation of the facility. All staff are required to be trained in safe handling, segregation, and disposal of waste.
The service provider will conduct door-to-door waste collection from all industrial, commercial, and utility establishments within the cluster, ensure segregation at source in line with the Solid Waste Management Rules, 2016, and identify litter collection points in consultation with GIDC. Collection bins will be placed for segregated waste, with disposal carried out as per a fixed schedule using covered, compartmentalised, GPS-enabled vehicles.
