Strict action against bulk waste rule violators discussed at review meeting

Action against bulk waste generators violating the Solid Waste Management Rules, including disconnection of water and electricity supply, was discussed at a district-level review meeting chaired by Collector and District Magistrate of South Goa and Kushavati, Egna Cleetus.

The meeting reviewed implementation of the Solid Waste Management Rules, 2016, in compliance with directions of the Supreme Court, with a focus on stricter monitoring and enforcement across the two districts.

Officials discussed the powers vested in the District Collector under the Environment (Protection) Act, 1986, particularly with regard to monitoring waste management systems and ensuring compliance with the Rules. The need for regular inspections of waste management facilities and timely follow-up action was also reviewed.

The role of the Goa State Pollution Control Board (GSPCB) as Member Secretary was discussed, with emphasis on coordination with departments and preparation of monthly compliance reports.

The functioning of taluka-level teams headed by Sub-Divisional Magistrates was also outlined. These teams will inspect dumping sites, monitor instances of illegal dumping, identify garbage blackspots and bulk waste generators, and submit fortnightly reports to the GSPCB.

The District Level
Committee reviewed responsibilities of all departments involved to ensure effective implementation of the Solid Waste Management Rules across South Goa and Kushavati.

Also present were Additional Collector-II Ramesh Gaonkar and Deputy Collector South II Prajeet R Chodankar, along with SDMs, Mamlatdars, BDOs, officials of municipal councils, representatives from the Health, Urban Development and Tourism departments, and officials from the GWMC, GSPCB and PI.
