A survey conducted by the Department of Industries, Commerce and Trade has revealed that 89% of the 30,206 micro, small and medium enterprise (MSME) units in Goa are functional.
According to data tabled in the ongoing session of the Goa Legislative Assembly, a comprehensive MSME survey was administered in the state on a pilot basis under the Raising and Accelerating MSME Performance (RAMP) Programme. A total of 30,206 MSME units across Goa were surveyed.
“The survey under the RAMP Programme provides a comprehensive and data-driven understanding of Goa’s MSME ecosystem. Out of the 30,206 MSME units surveyed, 89% of the units are functional. Out of the 26,881 functional units, 97% are Micro Units, 2% are Small Units, and 0.26% are Medium Units. Micro Units dominate the MSME units in Goa. Out of the functional units, 24% units are women-owned,” it said.
A reply given by Industries Minister Mauvin Godinho said that the findings of the survey and analysis report were finalised in December 2025.
Out of the surveyed units, 3,325 MSME units were found to be non-functional (sick or shut down units), the report said, adding that one of the major reasons for closure of business units was the
COVID pandemic.
Further, the challenges reported by MSME units include limited access to formal credit, delayed loan disbursements, high interest rates, collateral requirements, low market demand, lack of market access due to supply and logistics-related challenges, issues related to branding and digital presence, limited e-commerce capabilities to reach broader markets, overdependence on the tourism sector and lack of export readiness.
“To enhance MSME growth, government support is requested in overcoming key challenges related to funding availability, market access, digital adoption, technology upgradation, gender inclusivity and preparedness for the export market,” it said.
The department also said that the process of drafting the Goa State Incentives to Encourage Investments Scheme and formulating a restructured and comprehensive Umbrella Scheme is under consideration.
