Compulsory registration for bulk generators; to ensure waste treatment on-site

Panaji: The Corporation of the City of Panaji (CCP) will implement the Solid Waste Management (SWM) Rules, 2026, from April 1, making them applicable to all waste generators, including entities, within its jurisdiction.

The rules mandate four-stream segregation of solid waste — wet, dry, sanitary and special care waste such as paint cans, bulbs, mercury thermometers, expired medicines, batteries, waste needles and syringes generated at the household level.

CCP Commissioner Clen Madeira said that bulk waste generators (BWGs) — entities with either a building with a floor area of 20,000 sqm, water consumption of 40,000 litres/day, or solid waste generation of 100 kg/day — must mandatorily register with CCP through a centralised online portal.

“The entities covered would include residential welfare associations and gated communities, hotels, restaurants, banquet halls, commercial complexes, malls, educational institutions, hospitals and nursing homes, and government departments,” said Madeira.

He said BWGs must set up and operate wet waste processing facilities of adequate capacity, including for horticulture waste, to ensure treatment of the waste generated through on-site composting, biomethanation or other approved technologies.

“If on-site processing is not possible, BWGs must obtain extended bulk waste generator responsibility (EBWGR) certificate from CCP indicating they are paying for special services for handling and treating the waste. Environmental remediation and compensation fines will be levied on BWGs for improper management, false reporting, or failure to register in accordance with Rule 17 of the SWM Rules 2026,” Madeira said in a notice.

CCP has directed all waste generators and entities within its jurisdiction to refer to the SWM Rules 2026 and the Supreme Court order dated February 19 in Civil Appeal No. 6174 of 2023, and comply with the directions.

“In case of non-compliance by the obligated waste generator or entity, environmental compensation shall be levied as per the said rules,” Madeira said.
