E-auction of dumps: DMG mandates waste handling plan, bank guarantee from bidders

The Department of Mines and Geology (DMG), on Friday, introduced new requirements for bidders under the e-auction policy for dump handling.

Bidders will now have to submit a comprehensive waste disposal plan within 180 days, detailing the processing, transportation, and scientific disposal of waste as per environmental regulations.

The waste material disposal plan must be as per the MMDR Act and rules made under  MOEFCC notifications and guidelines of Indian Council of Forestry Research and Education (ICFRE) etc. and submitted to the department within the specified period. 

Additionally, a bank guarantee equivalent to the estimated waste handling cost must be submitted at the time of upfront payment.

The bank guarantee will be returned only when the waste is disposed of scientifically as per the approved plan. Additional clauses have been added to the e-auction policy to this effect.

As per the e-auction policy for dump handling announced on December 17, 2024, successful bidders will have to start the dump handling and clear it within a period of two years from the date of grant of permission from the DMG.

The period of two years excludes the period for obtaining approvals, permissions and clearances, etc.
