GIM University Bill introduced in Goa Legislative Assembly

Chief Minister Pramod Sawant on Tuesday introduced the Goa Institute of Management (GIM) University Bill, 2026 in the state Legislative Assembly for granting the premier institution the status of a private university.

The bill tabled by the government says the Goa Institute of Management Society has come forward to transition the Goa Institute of Management (GIM) into a private university named as GIM University.

The establishment of a private university by a well-known and premier organisation would certainly help in spreading quality education to the needy students. Keeping this in view, it is considered necessary to establish GIM University, the bill says.

It states that theĀ  proposed private university shall focus on teaching, training, and research.

TheĀ  proposed private university shall also focus on development in the fields of management education, finance education, and technology education, particularly in the areas of science, social science, humanities, and management.

There is also a consequential need for the transition of students, teaching staff, and non-teaching staff from the existing GIM toĀ  GIM varsity, it says.

The GIM University bill further says that it is expedient to transition the Goa Institute of Management, an Institute of Eminence, into a full-fledged private university for imparting higher quality and industry-relevant higher education for the aspirants in Goa and India, and to regulate their functions and matters connected therewith or incidental thereto.

The Society for the purpose of establishing the university shall fulfil certain conditions including creating a permanent endowment fund of at least Rs 5 crore, own or possess on a lease, at least for a period of 30 years, a land not less than 50,000 squareĀ  metres or such land as per the requirement of the regulatory body, whichever is higher, install equipment, computers, furniture, assets, infrastructural facilities and other consumables and non-consumables of at least Rs 2 crore in offices and laboratories in the university.
