Goa ranks third in Distribution Utilities Ranking

Panaji: Goa stands at the third position in the country in Distribution Utilities Ranking (DUR) for DISCOMs (distribution companies) released by Ministry of Power for the financial year 2024-25. Goa achieved a combined score of 78.5.

In the previous year, Goa ranked tenth with a combined score of 72.

Superintending engineer in the state’s electricity department Mayur Hede said the rating is a reflection of the state’s performance in power distribution.

“It is basically a showcase of the technical and financial capabilities of a DISCOM. It also holds the DISCOM in high esteem across the country. The rating is also essential in deciding any funding to the state from the central government under various central sector-funded schemes,” Hede said.

The DUR report 2024-25 was released on Friday by Union Minister for Power Manohar Lal in the presence of Union Minister of State for Power Shripad Naik at a meeting held in New Delhi. A total of 66 utilities participated in the DUR assessment exercise. Power Minister Ramakrishna ‘Sudin’ Dhavalikar and other officials represented Goa at the meet.

Distribution Utilities Ranking (DUR) report offers a comprehensive and objective assessment of the performance of power distribution utilities.

“Building on insights from previous editions, the report goes beyond traditional performance indicators to adopt a multi-dimensional evaluation framework encompassing institutional capability, financial sustainability, operational efficiency and service delivery outcomes. This holistic approach enables a deeper understanding of utility performance and highlights both systemic challenges and areas of improvement,” according to the report.

By providing a transparent, data-driven and comparable performance assessment, DUR report serves as an important tool for policymakers, utilities, regulators and other stakeholders, the report said.

“In addition to benchmarking current performance, the report generates actionable insights to promote healthy competition, accelerate reform implementation and support innovation within the distribution segment. Through successive editions, the DUR initiative aims to contribute to the creation of a financially sustainable, operationally efficient and consumer-centric power distribution ecosystem, supporting India’s long-term energy transition and development goals,” the report said.

First edition of the DUR report was released in February 2025 for the financial year 2023-24.
