The state government has re-floated the tender for the proposed Rs 140-crore IT International Convention Centre within the Electronic Manufacturing Cluster (EMC)
at Tuem.
Developed on a public-private partnership (PPP) basis, the project was first tendered on September 21 but drew limited response from bidders.
The Department of IT, Electronics and Communication (DITEC) issued a fresh Request for Proposal (RFP) on Friday, offering a 60-year concession agreement to the selected PPP partner, doubling the 30-year period offered in the earlier tender.
Under the revised terms, the concessionaire
will hold a 51% equity stake, while DITEC will retain the remaining 49%. The agreement includes a revenue-sharing mechanism operating on a quarterly basis for 120 quarters, starting from the completion date.
Bidders must submit their proposals
by November 12.
The scope of work remains largely unchanged. The plan includes a main convention hall with a minimum capacity of 2,500, an exhibition hall for 1,000 people, meeting halls, food courts, a 50-room hotel, co-working spaces, an amphitheatre, and
a shopping mall.
The convention centre will occupy 23,988 square metres within the 5.97-lakh-sqm EMC site.
The EMC itself is yet to be commissioned. DITEC said in the RFP document that the government is currently constructing a direct approach road connecting the cluster to NH 66.
The tender mandates that the completed building must feature natural ventilation, rainwater harvesting, solar rooftop panels, and smart building features to achieve an IGBC Platinum certification. The project has an estimated completion timeline of 30 months.
The proposal continues to face opposition from local residents in Tuem over land-use concerns.
The Tuem Nagrik Samiti said the proposed convention centre sits on land
designated specifically for the EMC.
and asked the government to review the project under applicable central government guidelines.
