Loutolim project proponent gets notice over ‘illegal’ structures

The Loutolim panchayat has issued a show-cause notice to a property
owner citing violations and unauthorised construction activities.

The panchayat has asked the property owner to show cause within 10 days as to why the construction licence should not be revoked and the illegal construction demolished.

The issue was raised during the March 8 gram sabha.

“The structures constructed on the property bearing Survey Nos. 323/1-F and 323/1-D are unauthorised to the extent of the deviations observed, thereby violating the terms and conditions of the construction licence issued by the panchayat and contravening the provisions of the Goa Panchayat Raj Act, 1994, and the rules framed thereunder,” panchayat secretary Dinesh Amonkar stated in the notice.

According to the notice, the panchayat had earlier issued a notice on February 10 scheduling a site inspection on February 22. However, when panchayat representatives arrived at the site, they found the gate locked and the property owner absent.

The subsequent inspection revealed that additional constructions and further structural developments had been carried out at the site beyond the scope and conditions of the construction licence granted by the panchayat. The licence was only for the construction of a playground, changing room, rest lounges and a compound wall, as per the Technical Clearance of the Town and Country Planning (TCP) Department.

He stated that the property owner had failed to obtain the mandatory conversion sanad as required under the conditions of the TCP’s Technical Clearance Order.
