The High Court of Bombay at Goa has dismissed two public interest litigations (PILs) filed against a mega project at Sancoale promoted by Parmesh Constructions Company Ltd (Bhutani Infra).
The petitions, filed by an NGO and individuals, were heard and decided virtually.
Alleging serious illegalities — including construction on steep slopes, lack of environmental clearance and multiple regulatory violations — the petitioners had sought to halt what they described as a large-scale, high-density development posing risks to the environment and public safety in Sancoale village.
One PIL also challenged the conversion of private forest land and the subsequent approvals granted. It contested the change of land classification from ‘Private Forest’ to C1 – Commercial Property and the related increase in FAR.
Another petition argued that the project lacked a mandatory Environmental Clearance and that hill cutting had been approved without proper slope analysis and inspection.
The High Court, however, dismissed both PILs.
Local residents had protested against the project, which is slated to include a large number of luxury apartments and villas.
The GBA had demanded immediate revocation of all clearances granted to what it called an “ill-conceived” project due to alleged non-compliance and misrepresented information.
