GFA general body resolves cluster dispute

Panaji: The General Body of the Goa Football Association (GFA) has approved the Revised Private Football Tournament Rules, ending a prolonged dispute that had disrupted tournaments and delayed player license cards since January 2025.

The deadlock centered around the cluster allocation in South Goa—specifically the Guirdolim/Chandor grouping—which had remained unresolved even after the last Extraordinary General Body meeting in July 2024. Despite attempts by the GFA Executive Committee to mediate with the affected clubs, consensus could not be reached. Following the Arbitration Tribunal’s directive, the matter was finally put to a decisive vote at the Annual General Body meeting.

In the crucial vote, United Boys of Ambaulim, Guardian Angel SC, St. Anthony’s FC Assolda, and Fr. Agnelo Sports and Cultural Club, Paroda backed the revised cluster, while Chandor Club and Guirdolim Club opposed. Ultimately, the General Body approved the new clusters: Cluster No. 11 in Salcete taluka comprising Guirdolim/Chandor; and Quepem taluka split into two clusters—Curchorem/Assolda/Xelvona/Xeldem and Ambaulim/Deao/Avedem/Paroda.

GFA president Dr Caitano Fernandes welcomed the resolution, stating, “I am happy that finally the issue has been resolved and we can now implement the rules from tomorrow.

There were issues created by a few disgruntled elements and the General Body has rightfully shown them their place. Clubs are extremely happy with the good work that we are doing and a few issues here and there will not affect my resolve to work for the clubs.”
