Four unauthorised private security agencies booked

In a  drive against unauthorised private security operators in the state,  the North Goa police have registered two first information reports against four agencies functioning without mandatory licences under the Private Security Agencies (Regulation) Act, 2005 (PASARA).

The crackdown follows the directions from Chief Minister Pramod Sawant to strengthen the regulation of the agencies, which help in maintaining public order and safety.

The first case was registered at Panaji police station on August 26, 2025 under Section 318(4) of the Bharatiya Nyaya Sanhita (BNS), 2023 against three firms—Cobra Elite Force India Pvt Ltd, Vishwakarma Security Service, and ACE Security Services.

The owners, identified as Ryan Fernandes of Caranzalem, Rajendra Prasad Tiwari of Old Goa, and Sushma H Naik of St Inez, respectively, were booked for running their operations without valid licences, the police said.

The police noted that ACE Security Services was being operated directly from a residence, compounding the violation.

In a separate case, the Mandrem police booked Lazaro Pascoal Britto of Britto Security Services and Manpower Supply under similar provisions for illegally operating his agency without
authorisation.

The police stated that such unlicensed agencies pose risks not only to clients but also to the wider public, as their personnel often operate without adequate verification or training standards.

The police have also urged establishments and individuals to hire only licensed security providers to ensure compliance with the law.
