HC: Consider suggestions in Porvorim flyover petition

The High Court of Bombay at Goa, in a matter related to the Porvorim flyover construction, asked that the contractor and the Executive Engineer, PWD (NH) Division 7, or the engineer concerned dealing with the highway, to meet the petitioner and consider the suggestions put forth.

The High Court has listed the matter for further hearing on April 27.

The petitioner, Moses Pinto, has filed a list of suggestions before the High Court.

Pinto has sought directions for immediate installation, through the appropriate authority, of continuous AQI monitoring at critical points along the Porvorim corridor, with daily disclosure of PM2.5 and PM10 values at a minimum. He has also sought a direction to place on record the Goa State Pollution Control Board consents, returns, inspection notes and any enforcement communications concerning the project corridor.

A written note submitted by the petitioner stated that the state response is inadequate and that there is need for immediate safety, dust-control, air-quality and monsoon-readiness measures.

The note urged a route-specific monsoon-readiness plan covering retro-reflective and illuminated signage visibility in wet-night conditions, drainage and dewatering of temporary service roads, prohibition on slush-generating blanket sprinkling over unstable commuter surfaces, emergency towing and breakdown response, protected pedestrian movement, and a sworn certification that every live commuter segment is motorable in wet-weather conditions.

The petitioner also suggested that a direction be issue to ban movement of oversized pipe, girder, machinery component or cylindrical load on a live carriageway without temporary traffic isolation, pilot vehicle support, advance signage and marshal control.
