Goa has achieved complete onboarding of all its village panchayats under the e-Gram Swaraj platform of the Union government for 2025–26, but gaps remain in online payment adoption and digital infrastructure.
According to data from the Union Ministry of Panchayati Raj, the state has 191 village panchayats, all of which have been onboarded onto the e-Gram Swaraj–PFMS system. However, only 117 panchayats have enabled online payment facilities, with nearly 40 per cent of local bodies are yet to fully transition to digital financial operations.
In terms of financial activity, Goa has approved payments amounting to Rs 19.06 crore through the platform in the financial year 2025–26. While this reflects utilisation, the figure remains modest compared to larger states.
Under the revamped Rashtriya Gram Swaraj Abhiyan (RGSA), Goa was allocated Rs 0.89 crore in 2023–24, Rs 1.35 crore in 2024–25, and Rs 1.00 crore in 2025–26.
A key concern is the pace of strengthening digital infrastructure at the grassroots level. Data shows that while 25 computers were approved for Goa in 2025–26 under RGSA, none have been procured so far. There was no procurement activity in the previous two years.
