Panaji

The General Council of the Enough is Enough movement has resolved to intensify its agitation against what it described as the government’s continued disregard for public concerns over Goa’s land, environment and governance.

The meeting, held in Panaji and chaired by Convener Justice Ferdino Rebello, reviewed the status of the movement’s 10-point Charter of Demands, including the proposed Goa Agricultural Land Protection Bill, 2026, which was submitted to the government through the Governor.

Members expressed disappointment that despite meeting the Governor and making detailed representations, there had been no positive response from the government or willingness to discuss or accept the draft legislation.

The council resolved to launch a more sustained
and aggressive public campaign to secure implementation of its charter of demands. It also expressed concern over the government’s continued silence on the issue of offshore casinos in the Mandovi river. The council said that despite serious facts being placed before the High Court, there had been no visible move to shift the casinos out of the river.

A core group headed by retired IPS officer Bosco George was constituted to coordinate with taluka-level committees and
oversee the implementation of programmes related to the movement’s charter of demands.

The council also appointed Govind Shirodkar, Devidas Amonkar and Swapnesh Sherlekar as its official spokespersons. It further resolved to activate a dedicated social media cell to increase public participation and create greater awareness on issues concerning Goa’s environment, agriculture, planning and governance.

The council also condemned the government’s decision to continue issuing notifications under Section 39A of the Town and Country Planning Act.
