Gram sabha resolves to block high-rise projects in Carmona

Margao: The gram sabha of Carmona, on Sunday, resolved to urge the panchayat not to grant or allow any increase in building height and floor area ratio (FAR) for constructions in the village.

Members said that just as the rest of the state was grappling with mega projects, Carmona too faced similar pressures, including one project that the panchayat had already denied permission to.

“An October 2025 notification amending the Goa Panchayat Raj Act, allows local governing bodies to undertake spatial planning of villages,” said member Savio Santos. Members said this amendment empowered panchayats to plan village development.

Members also said that Article 243ZD of the Constitution mandates the formation of district planning committees to plan for villages. Carmona currently has an FAR of 60, and locals urged the panchayat not to allow any increase even if the TCP had granted permission.

The gram sabha, chaired by sarpanch Sandra Fernandes, also discussed the migrant issue in the village. It was decided to hold a meeting with the migrant community to brief them on the village’s garbage management system and encourage them to stop dumping waste in and around the village.

As a proactive step, a resolution was also adopted to organise monthly awareness talks on literature, art, culture, sports, health, music, history and other subjects for the benefit of villagers.
