The High Court of Bombay at Goa has refused petitioner Dhyan Foundation’s interim plea to halt the ongoing transfer of cattle from the demolished gaushala at Quepem to the government-authorised gaushala in Bicholim.
Authorities shifted the cattle from the demolished Dhyan Foundation gaushala at Deusa, Quepem, to the recognised gaushala after the animal welfare organisation allegedly failed to comply with the government’s direction to relocate the animals.
The relocation was carried out by officials of the Directorate of Animal Husbandry and Veterinary Services after the Dhyan Foundation did not act on the directive issued by the Deputy Collector and Sub-Divisional Magistrate (SDM), Quepem. The operation, conducted under heavy police security, witnessed tense exchanges between foundation representatives and officials. Officers of the Veterinary Department and the District Society for Prevention of Cruelty to Animals supervised the exercise.
The Deputy Collector had invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita and directed the foundation to remove all cattle from the site, citing risks to public safety, health and animal welfare.
