The Assagao panchayat on Tuesday sealed a well-known restaurant for allegedly operating without a valid no objection certificate (NOC). Later in the day, the High Court of Bombay at Goa directed the panchayat to remove the seal if the premises had already
been sealed.
Panchayat officials said the restaurant had applied for NOC renewal to operate a bar and restaurant, but the application was rejected and the decision communicated to the proprietor.
Despite the expiry of the NOC, the restaurant allegedly continued operations. A show-cause notice was issued and a personal hearing scheduled, but no reply was submitted. The panchayat then decided to seal the premises.
The proprietor challenged the decision before the Director of Panchayat, where the matter is pending, and also approached the court.
The HC accepted an undertaking from the proprietor that no commercial activity would be carried
out until valid permissions are obtained.
Following the High
Court order, the premises was de-sealed.
The proprietor has been instructed not to resume operations until approvals are secured.
