No houses sanctioned for Goa’s slum dwellers

Even as 122.28 lakh houses, including 10.66 lakh under Pradhan Mantri Awas Yojana-Urban 2.0, have been sanctioned by the Ministry of Housing and Urban Affairs in the last five years, not a single house has been sanctioned in Goa under the scheme from 2020-21 to 2024-25
for slum dwellers.

In a reply tabled in the Rajya Sabha, Union Minister of State for Housing and Urban Affairs Tokhan Sahu said that schemes related to housing, including redevelopment, rehabilitation of slums and promoting community participation of slum dwellers, are implemented by states and
Union Territories.

Sahu said the Ministry has been implementing PMAY-U since June 25,.2015 with the aim of providing all-weather pucca houses with basic civic amenities to eligible urban beneficiaries, including slum dwellers, across the country through four
verticals — beneficiary-led construction (BLC), affordable housing in partnership (AHP), in-situ slum redevelopment (ISSR) and credit-linked subsidy scheme (CLSS).

“Out of which, 114.84 lakh houses have been grounded and 97.02 lakh are completed/delivered to the beneficiaries across the country as on 22.01.2026. Out of the total number of houses sanctioned under the scheme, about 29 lakh houses have been sanctioned to slum dwellers under AHP/BLC/ISSR verticals of PMAY-U,”
the reply said.

However, the data revealed that not a single house for slum dwellers has been sanctioned in Goa under the scheme during the period under review.

According to the Ministry, the ISSR vertical of PMAY-U is specifically meant for redevelopment of slums using land as a resource for providing houses to eligible slum dwellers. The PMAY (U) and PMAY-U 2.0 schemes have adopted a demand-driven approach, wherein States and Union Territories conduct demand surveys through their urban local bodies and implementing agencies in their respective jurisdictions, based on eligibility criteria.

As per the guidelines, States and Union Territories formulate project proposals according to their assessed demand for houses under the scheme and obtain approval from
the State Level Sanctioning and Monitoring Committee constituted under the chairmanship of the Chief Secretary. After approval from the concerned SLSMC, States and Union Territories submit the proposals to the Ministry for approval of central assistance by the Central Sanctioning and Monitoring Committee.

As per the data provided by the Ministry, based on project proposals submitted by States and Union Territories, a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been
sanctioned so far.
