5,684 e-challans, 81 notices generated so far
Panaji: The state’s artificial intelligence-based traffic enforcement system has detected a staggering 10,41,958 violations across 26 junctions, but only 5,684 e-challans and 81 notices have been generated since its inception, according to data compiled by the Directorate of Transport.
The figures underline both, the massive scale of traffic violations captured by the cameras and the relatively small proportion that has translated into actual challans following verification.
Replying to a question asked in the legislative assembly by St Andre MLA Viresh Borkar on AI traffic camera implementation, Transport Minister Mauvin Godinho said the electronic enforcement under Section 136-A of the Motor Vehicles Act was introduced at the identified locations on July 1, 2026, through Intelligent Traffic Management System (ITMS) cameras. Beltech Artificial Intelligence Pvt. Ltd. was awarded the project under a public-private partnership revenue-sharing model, under which the agency receives 46.85% of revenue (inclusive of GST) and the Goa government retains 53.15%.
A total of 348 AI cameras have been installed across the 26 locations, ranging from 9 to 18 cameras per junction, Godinho said. Merces Junction and Arlem Circle have the highest deployment with 18 cameras each, while Green House, Betalbatim, Acoi Village and Dhuler Junction have the lowest, with nine cameras each, the minister said.
Merces Junction recorded the highest number of violations at 1,05,814, followed by Power House Circle (92,522), Birla Cross (62,681), VP Chicalim (60,896), and Munj Vihar Circle (59,374). Fatorda Junction recorded 56,689 violations, Old Market Circle 51,542, Navelim Junction 46,772, Tata Showroom 45,199 and Arlem Circle 43,898.
The remaining locations, in descending order, were Nuvem Bypass (41,072), Goa Ceramics (40,425), Bellem Junction (37,207), Bolshe Circle (35,950), IFB Junction (35,590), IDC Verna Junction (30,657), Dhuler Junction (28,873), Acoi Village (28,000), Tar Bastora (25,069), Titan Gate Junction (24,793), Gorvotti (20,395), Dr Ambedkar Circle (19,693), Maria Hall (18,826), Betalbatim (10,738), Green House (10,078) and Missing Link Junction (9,205).
According to the minister’s reply, Merces Junction and Power House Circle also topped actual challan generation, issuing 651 and 642 challans, respectively. Acoi Village followed with 537, while Fatorda and Dhuler recorded 317 each. Birla Cross generated 292 challans, VP Chicalim 283, Munj Vihar 229, IFB 208, Tar Bastora 205, Navelim 200, Tata Showroom 191, IDC Verna 176, Maria Hall 170, Nuvem Bypass 158, and Goa Ceramics 156. Old Market generated 130, Arlem 128, Bolshe 120, Titan Gate and Gorvotti 112 each, Green House 98, Bellem 93, Betalbatim 73, Dr. Ambedkar Circle 51, and Missing Link 35, the reply said.
By offence type, failure to wear a seatbelt dominated total challans with 2,663 cases, accounting for nearly 47% of all recorded infractions. Non-use of helmets followed with 1,492, lack of insurance with 1,261, phone use while driving with 153, traffic-signal violations with 74, triple riding with 50, and illegal parking with one.
According to the reply, location-wise enforcement data shows that out of 5,148 challans issued involving Rs 63.87 lakh, only 541 challans amounting to Rs 5.59 lakh were compounded. This leaves 4,607 challans involving Rs 58.28 lakh pending recovery – meaning nearly 89.5% of the issued challans remain pending, with only about 8.7% of the total penal value recovered.
District-wise, North Goa accounted for 1,624 challans totalling Rs 21.13 lakh, compared to South Goa’s 3,524 challans totalling Rs 42.74 lakh. South Goa contributed nearly 68.5% of the total challans issued across the state, according to the reply.
